The Budget King Has a Secret
Carnival Cruise Line has earned its reputation as the most affordable major cruise line. A 7-night Western Caribbean sailing on Carnival Celebration starts at $374 per person for an interior cabin, and older ships like Carnival Liberty drop as low as $249. Those fares include your stateroom, three daily meals in the main dining room and Lido buffet, Guy's Burgers, BlueIguana Cantina, comedy shows, pools, waterslides, and Camp Ocean for kids. For under $300, that is genuinely hard to beat.
But the budget king has a secret: Carnival's add-on prices are not proportionally cheaper than its base fare. The CHEERS! drink package costs $82.54 per day all-in. Gratuities run $17 per person per day. WiFi starts at $20.40 per day. By the time you add the extras that most vacationers consider essential, a $374 Carnival cruise costs $2,200 to $2,800 for two adults. Still affordable compared to competitors, but 500% more than the number in the advertisement.
Gratuities: $17/Day, Effective April 2026
As of April 2, 2026, Carnival charges $17 per person per day for standard staterooms and $19 per person per day for suites. These gratuities are automatically added to your Sail and Sign account daily and cover your cabin steward, dining room server, assistant server, and maitre d'. For two adults over seven nights, that is $238 in standard cabins or $266 in suites.
On top of the daily gratuities, Carnival applies a 20% service charge (recently increased from 18%) to all bar purchases, drink packages, and spa services. If you buy two cocktails at $13 each, you are actually paying $31.20 once the service charge hits. This 20% surcharge is also applied to the CHEERS! package price, which is why the all-in daily cost is $82.54 rather than the advertised $68.78. Always calculate with the service charge included.
CHEERS! Package: $82.54/Day After the 20% Service Charge
Carnival's CHEERS! Beverage Program is their unlimited drinks package covering alcoholic beverages up to $20 per drink, plus all non-alcoholic options including specialty coffees, smoothies, fresh juices, and bottled water. The pre-cruise price typically runs $68.78 per day, but the mandatory 20% service charge pushes the effective cost to $82.54 per day.
For two adults over seven nights, CHEERS! adds $1,156 to your cruise cost. The CHEERS! Zero Proof package for non-drinkers costs $43.95 per day after the service charge, and the basic Bottomless Bubbles soda package runs $11.99 per day. Remember: if one adult in the cabin buys CHEERS!, all adults must buy it. For couples where one person drinks lightly, paying per drink often saves $200 to $400 over the week.
The break-even point is approximately six to seven cocktails per day at an average price of $13 each. If you consistently drink that much from poolside lunch through a nightcap, the package pays for itself. If your typical day involves two drinks at dinner and one by the pool, you are losing money on the package.
WiFi, Specialty Dining, and Excursions
Carnival offers three WiFi tiers. Social WiFi at $20.40 per day covers social media platforms only. Value WiFi at $23.80 per day adds email and basic web browsing. Premium WiFi at $25.50 per day provides full streaming and browsing capability. For seven days, WiFi costs $143 to $179 per device.
Specialty dining on Carnival ships is moderately priced compared to competitors. Fahrenheit 555 steakhouse costs $48 per person, Bonsai Teppanyaki runs $48, Cucina del Capitano is $24, and Ji Ji Asian Kitchen is $24. The average specialty meal costs $38 per person. Two specialty dinners for a couple adds about $152 to the bill. Shore excursions through Carnival average $90 per person per port. Three port stops for two people totals $540. Photography packages range from $100 to $300 for the cruise.
Real Totals: From Bare-Bones to Fully Loaded
A no-frills Carnival cruise for two adults with an interior cabin, no drink package, no WiFi, main dining room only, and independent port exploring costs $950 to $1,400 all-in including gratuities. A mid-range cruise with a balcony cabin, CHEERS! for both, Social WiFi, one specialty dinner, and two ship excursions runs $2,800 to $3,600. A premium experience with a suite, CHEERS!, Premium WiFi, multiple specialty dinners, and excursions at every port reaches $4,200 to $5,500.
Carnival remains the most affordable major cruise line at every tier, but the gap narrows significantly once you start adding packages. A fully loaded Carnival vacation costs only 15% to 20% less than the equivalent on Royal Caribbean, not the 50% difference that base fares suggest.
